William was born in Washington County, Tennessee to Lillie & Edmond Howell. He worked for W.R. Grace as a lab analyst for 35 years and was a member of the Odenton Masonic Lodge 181. William enjoyed playin country music and singing in a band for local seniors, boating, fishing and gardening.
